The cartelization thesis

A paper by Richard Katz and Peter Mair called “Changing models of party organization and party democracy: The emergence of the cartel party” published in Party Politics Journal in 1995 (and based on a 1992 workshop presentation by the same authors) spurred a body of academic work in political science dealing with the “cartelization” of party politics. In the abstract of a 2009 paper by the same authors (“The Cartel Party Thesis: A Restatement”) Katz and Mair write:

The cartel party thesis holds that political parties increasingly function like cartels, employing the resources of the state to limit political competition and ensure their own electoral success.

The thesis sees this cartelization as a phase in the evolution of party dynamics. Earlier phases were the “cadre party” (19th c.), the “mass party” (first half of 20th c.), and the “catch-all party” (second half of the 20th c.). While the mass parties and the catch-all parties competed for votes by presenting competing policies, the thesis asserts, the cartel parties do not. They huddle around a neo-liberal consensus and offer the public no alternatives.

In their 2005 paper “From Catch-all Politics to Cartelisation: The Political Economy of the Cartel Party”, Mark Blythe and Richard Katz explain the cartelization phenomenon as follows:

We argue that two key changes have occurred that have effectively turned parties from maximising competitors into risk averse colluders: the limits of catch-all politics, and the rhetoric and reality of globalisation.

The first factor, according to Blythe and Katz, is that by the 1970’s the policy competition between parties has produced welfare policy that was at the maximum capacity of the state to provide. Supposedly this was the dominant dimension along which parties were competing, and it has now become impossible to compete along this dimension any longer.

The second factor is a reduction in the ability of states to control the economy due to globalization:

In brief, catch-all parties were creatures of the Keynesian era. States were assumed to have primary responsibility for ensuring jobs and growth and were also assumed to be able to marshal fiscal instruments to those ends.

The French Citizen Convention on the Climate

This citizen convention, which is one of Emmanuel Macron’s responses to the “Gilets Jaunes” crisis, will propose measures to combat global warming.

The allotment of 150 Frenchpeople who will take part in the Citizen Convention on the Climate has begun on Monday, August 26th and will last until the end of September, before meeting for the first time at the beginning of October. This citizen convention, aimed by Emmanuel Macron as one of the rseponses to the grand debate that followed the “Gilets Jaunes” crisis, will propose measures to combat global warming, as France is far from meeting its obligations.

Telephone numbers are going to be automatically generated – 85% mobile numbers and 15% landline numbers – and about 25,000 people will be called, in order to select 150. Some criteria have been set in order to get the best representation: 52% women and 48% men, 6 age groups (starting at age 16), levels of educational attainment, a diversity of professions. Regional population will also be taken into account with 4 oversea representatives, as well as representation of urban centers, their surrounding areas and the rural areas.

Procaccia: Lotteries Instead of Elections? Not So Arbitrary

Ariel Procaccia, an associate professor in the computer science department at Carnegie Mellon University, has an opinion piece in Bloomberg News advocating sortition. Some excerpts:

Have you ever thought that 535 random people off the street would do a decidedly better job than the duly elected members of the U.S. Congress? If so, you’ve been scooped by a few millenniums; the idea of selecting government officials at random, known as sortition, is neither as outrageous nor as original as it seems.

In the fourth and fifth centuries BC, some of the central organs of the Athenian government were populated by selecting random volunteers. For example, the members of the Council of 500 — whose responsibilities included developing legislation, overseeing the executive branch and managing diplomatic relations — were selected at random for one-year terms.

During the Renaissance, sortition was all the rage. For centuries it played a key role in the process of selecting the Doge of Venice, as well as in populating the branches of the Florentine government. It was also employed widely throughout the Kingdom of Aragon, which is part of modern-day Spain. [King Ferdinand II of Aragon spoke highly of the virtues of sortition. Unfortunately, he also established the Spanish Inquisition and ordered the expulsion of practicing Jews from his kingdom, so he is hardly an authority on governance.] Sortition actually endured as a system of government into the 20th century: San Marino’s two heads of state were selected at random from 60 councilors as recently as 1945. [The two heads of state constitute a non-negligible fraction of the minuscule country’s population.]

Procaccia mentions in quick succession David Van Reybrouck, Terrill Bouricius, citizens’ assemblies, Ireland, and the German-speaking Community of Belgium, and finishes off with:

Admittedly, even the Belgian initiative is still a long way off from a Bouricius-style sortition utopia — and the jury is still out on whether we’d want to go that far. But it’s comforting to think that the best fix for our political chaos may be a bit of randomness.

Citizens Assembly set up to inform Council transport decisions

A citizens’ assembly has been established by the Greater Cambridge Partnership to make recommendations which will inform its infrastructure development plans.

The assembly is made up of 60 residents “chosen through a civic lottery process so that it fairly represents the population”.

It will meet to address the following question: How do we reduce congestion, improve air quality, and provide better public transport in Greater Cambridge?

Its members will also hear from experts and be supported by an advisory group.

Are citizens’ assemblies little more than institutional band aids?

The following are some excerpts from an article by Tom Gerald Daly, from the University of Melbourne, in Pursuit (a publication of the University):

Australian democracy: crisis, resilience and renewal

Given the global rise in authoritarian populist parties and political forces that are opposed to the key tenets of liberal democracy, Australia’s own democracy appears on the surface to be in relatively good health.

For instance, most democracy assessment indices (although far from perfect as reflections of reality) have not registered any declines for Australian democracy for the past decade.

That said, a dominant view has taken hold that Australia’s political system is in crisis, paralysis and even decline. The public images of both the federal government and parliament has been tarnished by a variety of factors, especially the regularity with which Prime Ministers have been ousted between elections – since 2007 Australia has had six prime ministers, when in the previous 36 years (1971-2007) there were only six.

Some polls suggest that public faith in the political system and democracy has plummeted. A broad survey of polling data in December 2018 showed that fewer than 41 per cent of Australian citizens are satisfied with the way democracy works in Australia, a stark drop from 86 per cent in 2007.

There is a strong case then for some reform of our political institutions.

Sortition in the press

Some recent media items mentioning sortition:

Jack Hunter, a research fellow at think tank IPPR North, writes in PSE proposes to use the Northern Powerhouse to encourage greater social purpose among businesses in the region by having investment directed by an allotted citizen panel.

The Northern Powerhouse was created in Whitehall, but is increasingly something owned and championed by the north’s leaders. Because of this, there is also the opportunity to leverage the strength of the north’s history and culture, to develop a more civic role for businesses.

In a recent report, IPPR North set out how to make this happen. One idea we have put forward is the creation of a Northern Powerhouse Community Fund. We suggested that a pan-northern charitable fund should be set up, funded through a voluntary contribution of 1% of profits from northern businesses in order to help to fund voluntary and community activity in the region. Decisions about investment would be made by a panel of northern citizens, chosen by sortition.

Such a fund would give firms across the north a new opportunity to put their money where their mouth is. At the same time, it could be an opportunity to give people in the north a greater say in where money in their region goes.

Sortition in Ha’aretz

Ha’aretz is Israel’s elite newspaper. With Israel’s second election day of 2019 coming up in about a month, Ha’aretz published in its latest weekend magazine an article by Hilo Glaser offering readers several reform ideas for the political system. Sortition got top billing. I was interviewed for the article. Below is a translation of some excerpts (original in Hebrew, paywalled).

The method: Sortition (i.e., lottery instead of elections)

The idea: Advocates of sortition note that modern democracy embraces ideas originating from Ancient Greece, but it disposes of the government mechanism that enabled their application. In ancient democracy public offices were appointed by lottery among the entire citizenry. This is how officials, clerics, and even government ministers were appointed.

In 2014, Prof. Irad Malkin published an article in Ha’aretz in which he explained that “the lottery was the most effective tool against the oligarchy of money and government, drawing the citizens into the political activity and allowing them to take part at different levels: in the sovereign assembly, in the high council, and in the courts. This worked well for 200 years.”

Not only historians are calling to revive the lottery mechanism. Yoram Gat, a software engineer and a statistics Ph.D., has recently published an article challenging the mechanism of elections in view of the public frustration with elected institutions and offering sortition as an alternative. He claims that allotment of political office holders will result in optimal representation of the different groups in the population.

Irregularities in the selection process of the Irish Citizen Assembly

This is over a year old, but is relevant to the recent discussions here of allotment procedures.

Seven people who took part in the last Citizens’ Assembly weren’t recruited properly

A TOTAL OF seven people who took part in the last meeting of the Citizens’ Assembly were improperly recruited and shouldn’t have been there. The Citizens’ Assembly confirmed that seven of the 99 citizens present at a meeting on 13 and 14 January had been recruited improperly by Red C Research and Marketing.

In statements from both the Citizens’ Assembly and Red C, the fault was placed on one specific Red C recruiter. Both bodies said that after an extensive internal audit it was determined that the issue was isolated to January’s Assembly meeting and that past meetings were not affected.

Guest Speaker: Owen Shaffer. Topic: Representative Representatives?

Does Congress look like the rest of America? I have charts that show how different they are, including ethnicity, wealth, age, religion, previous job and education– over 30 data points. Several have not been published before, and most have not been compared to the general population before. Obviously this leads into sortition. How can this data be used to strengthen our movement?

Rennix and Nimni: Alternatives to judges

In the June 2018 issue of Current Affairs magazine, Brianna Rennix and Oren Nimni discuss the horrors of the judicial branch of the Western system of government, where professional judges each rule their “tiny fiefdoms and everyone who enters must cater to their whims”.

[A] lot of seemingly “impartial” legal standards—like the famous “what would a reasonable person do” standard—are inherently subjective, so that it’s hard to say what an “impartial” application would even mean. The law is full of attempts to determine what “reasonable” behavior would be in a particular situation. It should shock no one (except lawyers) that people often have wildly divergent views of what “reasonableness” means in any given situation. For courts, the “reasonable person” standard has a disturbing tendency to align with whatever best suits the positions of those in power. Think of all of the police officers whose shootings of unarmed black people have been deemed “reasonable”—and then say you want a judicial system run by “reasonable” or “impartial” judges.

At the end, they consider some alternatives. The first among their “more radical solutions to the judge problem” is “no more judges”:

But how can you have a legal system without judges, you say? Well, in Ancient Athens (immediate chorus of boos) no, hear me out (boos continue) look, I am not proposing ancient Athens as a civilizational ideal, I am just exploring an alternative institutional design (boos increase in volume) IN ANCIENT ATHENS, judges were essentially administrative functionaries, with no real decision-making power. Cases were decided entirely by enormous juries of 201-501 people, who were assigned to cases by random lottery and received a small fee for their services. A simple majority vote, without deliberation, determined the verdict. In the words of legal historian Adriaan Lanni, “the Athenians made a conscious decision to reject the rule of law in most cases, and they did so because they thought giving juries unlimited discretion to reach verdicts based on the particular circumstances of each case was the most just way to resolve disputes.”
