The Australian Daily Telegraph reports:

The buck will stop with you – people power council

More than 1,500 people will be randomly asked to take part in a panel to set the agenda for how Canada Bay council should spend, service and plan its four-year budget.

It puts into practice an idea from independent research body newDemocracy Foundation that a random selection of citizens has the least direct self interest in public decisions.

NewDemocracy Foundation executive director Iain Walker said the randomly selected panel was similar to a jury – only for public decision making instead.

Seeking sortitionist collaborator-partner-advisors for Sierra Leone

I recently met a former colleague and friend from Sierra Leone. He is intrigued with the political use of sortition and wants to implement it, beginning with local councils. He says that since Sierra Leone is one of the primary concerns of the UN’s Peacebuilding Commission, it is the perfect place to institute ‘the next step for democracy’.

Mr. Pokawa is a dual citizen of the US and of his birthplace. In Sierra Leone he and his family have prominence and credibility. Mr. Pokawa has been making regular visits and was considering running for political office in his home district.

As we discussed this matter, he and I agreed that we probably would benefit from involving an institution or individual with recognized expertise and credibility in political science. I wonder if any contributor to this blog might be interested or make a recommendation?

I immediately thought of Stanford’s Center for Deliberative Democracy but I’ve had no correspondence with Professor James Fishkin. Besides, they seem to be limiting themselves to short-term sortitionally-selected advisory bodies. Am I correct in that assumption?

Sortition in Spain

As you perhaps know, Spain is undergoing some difficult times, both economically and politically.

Since May a new social movement, demanding “real democracy now” has taken the streets. Its main focus is to criticize the lack of democratic participation rights and the hegemonic position of the two main political parties.

Some discussions and debates tend to concentrate on possible direct democratic institutions, already present in other countries, such as referenda, recall and legislatitive initiative.

However, discussion of sortition as a democratic tool is for the first time seriously hitting the streets. During the local elections in May a small political party favouring sortition launched its initiative in Galicia (www.sorteopolitico.com).

On November 20th we will have general elections for our parliament and a new initiative to form a party is being launched: www.partidoazar.com. It is worthwhile to spend some minutes visiting the website and reading its well written and argued contents.

Riots: Benefits e-petition hits crucial 100,000 mark

The BBC reports:

An e-petition calling for rioters to lose their benefits has hit 100,000 signatures and become the first to be considered for a Commons debate.
It has dwarfed others on the government website, which has struggled to deal with the volume of people accessing it.

The petition has now been formally referred to a committee which will decide whether to hold a debate.

As I argued in Part 1 of this thread, e-petitions would be an excellent way of setting the agenda for an allotted legislature. Others have claimed that any form of elective or referendum-based system allows the agenda to be set by the rich and powerful (in particular media and lobby groups); but in the case of the London riots, the media has been reflecting (rather than initiating) public anger (by contrast to phone hacking, where the “outrage” has largely been manufactured by the commercial rivals of News International, including the BBC). Anyone who examines the most popular e-petitions would find it hard to argue that they were being manipulated by the rich and powerful. Although many of the petitions have a right-wing and populist flavour, there is no equivalent in the UK of Fox TV or the shock-jock radio networks which have helped fuel Tea Party support in the US. The media in the UK (especially the BBC) are normally viewed as considerably more left-liberal than the population in general, so it would appear that the e-petitions site is a reasonable indication of public priorities, hence my argument that it should become an instrument for setting a democratic agenda for an allotted legislature.

The only problem I have with the present arrangements is that the parliamentary debate is left to MPs and government ministers. As has been argued consistently on this forum, elections do not lead to a descriptively-representative chamber and the decision-making process is poor from an epistemic perspective (MPs do not have a wisdom that the rest of us lack, and are no longer viewed as “honourable” members). Hence my own petition (signatures welcome) for an allotted chamber to debate any e-petition that exceeds the threshold. If MPs and ministers wish to take part in the debate then they should act as advocates, arguing the case for or against the petition under deliberation.

Online Petitions go live on Directgov

The Guardian reports:

A new public e-petitions service has gone live on the Directgov portal, replacing the previous e-petitions system on the Downing Street website.

The new website went live on 29 July and is being operated by the Government Digital Service. The government said that public petitions which secure the backing of 100,000 signatures will be eligible for debate in Parliament.

Sir George Young, the Leader of the House of Commons, said: “The public already have many opportunities to make their voices heard in parliament, and this new system of e-petitions could give them a megaphone.

John Spritzler: Real Democracy = Ordinary People Make the Laws

In November 2008, the following non-binding question was placed on the ballot of the Somerville district, MA:

Shall the state representative from this district be instructed to vote in favor of a proposal to amend the Constitution of the Commonwealth of Massachusetts to replace the state Legislature with 100 randomly selected adult residents of the Commonwealth, each serving a one year term, to be called the Commonwealth Jury and to have all the legislative and other powers of the current Legislature?

The upcoming vote triggered an exchange of mostly scornful comments at the Davis Square discussion board.

The initiator of the proposal was apparently, John Spritzler, Research Scientist at a major School of Public Health in Boston, MA. Spritzler reports that the question won the support of 23% of the voters.

What Sortition Can and Cannot Do

There is considerable disagreement regarding the political potential of sortition. Dowlen (2008) argues that sortition is not primarily a system of representation as its invention in classical time predates the discovery of probability. Fishkin (2009) has long advocated sortition as a method of deliberative polling but has not (to date) suggested that it should be incorporated permanently into the system of governance. A host of writers (including the present author) have argued that sortition should either replace or supplement the institutions of electoral democracy as part of a mixed constitutional settlement. At the opposite end of the spectrum to Fishkin a small number of brave souls (mostly active on this blog) have argued for the wholesale replacement of electoral democracy by sortition. In this post I argue that, for purely conceptual reasons, the role of sortition can only be one, albeit an essential, part of a mixed constitution and that the attempt to extend its usage beyond this role undermines any claims that it may have to be a democratic mechanism. My case is based on some partially developed arguments in Pitkin (1967).

In her book The Concept of Representation, Hannah Pitkin argues that there are a variety of aspects to representation – aesthetic, symbolic, formalistic, descriptive and active – the latter two being the most relevant to political representation. Descriptive representation involves “standing for” and requires a degree of identity between the representative and her constituency, as evidenced by contemporary demands for all-women candidate shortlists and positive discrimination on account of ethnic minorities. Random selection is the best way of achieving descriptive representation, hence James Fishkin’s choice of this method for his Deliberative Polling programme. On the other hand, Active representation requires the representative (in a similar manner to a trustee or advocate) to act in the interests of her constituents; there is no intrinsic need for the representative to in any way mirror their identity, thereby justifying electoral representation in single-member constituencies. According to Pitkin, descriptive representation does not cover what the representatives do, while active representation is indifferent to who does it.

The Party’s Over: Blueprint for a Very English Revolution

Greg requested an outline of my structural proposals for the introduction of sortition, so here goes. It’s a talk I gave recently to the University of Brighton Philosophy Society. The focus is the UK parliament, but the principles are more general.

It’s become a commonplace that our political arrangements are in bad shape. Party leaders know we’ve twigged that there is no connection between manifesto commitments and actual policies, yet for some reason we don’t call their bluff – those of us who still turn out to vote give politicians the benefit of the doubt by maintaining that polite fiction called democracy. Party membership has declined catastrophically since the middle of the last century – parties now do little more than reflect what focus groups say we want, rather than continuing to stand for a particular manner of thinking, or specific socio-economic interests. So what is the point of the party?

The argument that I want to put forward this evening is that tinkering around with the electoral system by introducing AV or proportional representation is just re-arranging the deckchairs on the Titanic. What is needed is clear thinking, we need to bring to bear the tools of the philosopher via:

  • A clear analysis of the relevant concepts and categories
  • A thorough understanding of the history of political thought
