The Case for Abolishing Elections

Just in advance of Election Day here in the USA, Boston Review has published my article on why getting a real democracy requires that we replace elections with lotteries, career politicians with everyday citizens. Grateful to Terry Bouricius, Brett Hennig, and Adam Cronkright for allowing me to interview them for this piece.

In the ancient world, lot meant “destiny.” The Athenians believed that it was the fate of selected citizens to serve. Views on providence have changed, but whether we channel the will of the gods or merely our own earthly dreams, democracy by lottery would empower us to combat oligarchy, give voice to the multitude, and put ordinary citizens in the room where decisions are made. The question is not whether American democracy will die, but whether it will be instituted for the first time.

First Municipal Citizens Assembly in California

The northern California city of Petaluma (pop. 60,000) recently budgeted $450,000 for a Citizens’ Assembly chosen by lot to recommend a plan for the future use of its municipal fairground–a contentious issue that had been plaguing the city for several years. The Petaluma CA is the first municipal citizens assembly in California. The plan passed the city council unanimously.

The panel runs from mid-May to mid-July 2022, will deliberate over 90 hours, and is tasked with providing three policy reports on the question, “How might we use the City’s fairgrounds property to create the experiences, activities, resources, and places that our community needs and desires now and for the foreseeable future?”

The panelists will develop, write, and edit the reports themselves, and will deliver them to the Fair Board and City Council. The reports are advisory, though the council and board are expected to thoroughly consider and publicly respond to them.  

Healthy Democracy, best known for their work on the Oregon Citizens’ Initiative Review, has been designated moderator for the CA. Their work involves design and implementation of the CA process, and facilitating deliberation.

First German National Citizens’ Assembly on DemoPart: the Rise of the “Alloted Citizen”

On September 28 in Leipzig, “Phase 2” of the first ever German citizens’ assembly “Bürgerrat Demokratie” concluded its second and last weekend of deliberation on whether and how to “complete or improve [ergänzen]” Germany’s representative democracy “with elements of direct democracy or citizen participation.” On November 15, a day dubbed “Tag für die Demokratie,” the 160 participants, together with 100s more from the “regional conferences” from Phase 1, will ceremoniously present their recommendations to the President of the Bundestag, Dr Wolfgang Schäuble. I was present in Leipzig on all four days of the assembly as observer along with a few researchers, journalists, and an evaluation team from Goethe University’s “Democracy Innovation” lab. A camera crew filmed the entire event, including the small group discussion at one of the tables. The documentary will be released sometime in 2020.

This was a civil society initiative prompted by the “Grand Coalition” [GroKo] agreement between the SPD and CDU/CSU. Article 13 (pg 136) of that agreement includes a promise to research (via an expert commission) the possibility that “our precious representative parliamentary democracy could be completed with elements of direct democracy or citizen participation.” Nearly two years later, that expert commission has still not even begun to materialize. Seizing the opportunity, a civil society initiative called Mehr Demokratie (more democracy) raised money and organized this even in “four phases” with the help of two institutes that run participatory fora for local and regional governments and organizations: Nexus and Ifok. Of high interest to “sortinistas” will be this brochure about “Losverfahren” (procedure by lot) also handed out to the participants last Saturday at the end of the assembly.

G1000 Kick Off in the UK – Cambridge, September 24th

against-elections.jpgIf Brexit proved anything, it proved that what Christopher Achen and Larry Bartels say in Democracy for Realists: Why Elections Do Not Produce Responsive Government is true. People do not vote after careful consideration of facts and options, they vote to affirm their membership of various social groups and express agreement with the opinions of those groups, which may have little or nothing to do with the issue at hand being voted upon.

As David Van Reybrouck expressed so eloquently in his article, Why elections are bad for democracy (an extract from his book Against Elections) there is something very wrong with voting and elections and there is a much better way to do democracy: select a representative random sample of ordinary people, provide them with balanced information, and let them deliberate together to find out not what people do think, but what they would think, if given the time and information together with a good deliberative process.

From 11am to 4pm on September 24th, in Cambridge at the Six Bells Pub, a group of volunteers will meet to kick-off the process of bringing Van Reybrouck’s brainchild – a G1000 – to the UK for the first time. The dream is to bring a randomly selected group of 1000 residents together for one day in early 2017, to deliberate and decide together what is best for Cambridge.

But we need your help to make it a reality. We need people to donate their time and their energy to help organise such an event. We will need fundraisers, social media ambassadors, technicians, volunteers, cooks and a whole host of other help. Can you be one of these people? Reminder: “What is a G1000?” this weekend

G1000-style assemblyWhat is a G1000? Two free events, in Cambridge and London, organised by the Sortition Foundation, are happening this weekend.

We have been inspired by the Belgian G1000 and the Dutch G1000 and aim to hold one G1000 in London and one in Cambridge in late 2016 or early 2017, where a truly representative sample of 1000 people gather, deliberate with each other in a respectful environment, and decide together what is best for their communities. It is a way to do democracy differently.

Citizens’ Juries: Taken for Fools?

Following the rejection of the Icelandic citizens’ jury’s conclusions on constitutional reform, it is disappointing to report that much the same has happened in Ireland:

[T]he people who were involved really cared about this thing and did everything they could to make it a model for new ways of thinking about democracy in the 21st century. There was a glimmer of hope that some kind of dignity was being restored to the political process. Instead all it’s really done is to polish up the sign on the gates of institutional democracy: abandon hope all ye who enter here.

The process showed that, given half a chance, citizens are not cynical and want to engage positively with their State. It also showed that that State, given half a chance, will make them feel like fools for wasting their time.

A Citizen Jury in Action: Report from Morris Rural Climate Dialog

Speaking of Citizen Juries, I’ve wanted to share something about this “Rural Climate Dialogue” since I attended as an observer last month in a small town in the Minnesota prairie. Below are excerpts from the participants. The the full report includes a statement to the public drafted entirely by the 15 randomly selected participants and an explanation of the CJ process as facilitated by the Jefferson Center.

Personally, I was quite impressed by what these regular people–the youngest a high school teenager, the eldest in her 80s–were able to do. They actually listened, engaged each other, and decided together. Unanimity was not required but almost always reached. Even their writing-in-committee was well done.

I was very impressed with this group’s ability to come together as community members, as neighbors, and talk about these things in an open, civil, and friendly manner.

I have to admit when I came here when people talked about climate [change] I thought ‘oh come on’ – did I ever learn a lot. I am grateful.

I think I’ll be a little bit more active and learn a little bit more in the future as a result of that. The overall experience was wonderful and the people were great.

We are the ones responsible for making these decisions…I’m thrilled and honored to be a part of a process that reminds me why this grand [democratic] experiment continues. And it’s not been perfect, and it will not be perfect, but we can always make it better, and things like this are a start. Thank you for the opportunity.

Manuel Arriaga: Rebooting Democracy

A review of Manuel Arriaga’s Rebooting Democracy: a citizen’s guide to reinventing politics

Rebooting Democracy is a short and enjoyable book (available at Amazon; the first 50 pages are available online). Its introduction explicitly positions it as being motivated by the sentiments of the Occupy protests and the author’s proposals as responding to those sentiments. Like the Occupy protests Arriaga’s message is to a considerable extent anti-electoral:

[V]oting out one politician or party to bring in a different one will not solve our problems. Time has made it clear that this is not merely an issue of casting. If the play stinks, replacing the actors will not make it any better.

The first two chapters present an explanation of why the Western electoral system does not serve “us”. Arriaga summarizes his explanation with the following two points:

1) We have delegated power to the political class and hardly supervise it.

2) As voters, we are condemned to unreflective and easy-to-influence decision-making. Even if we were inclined to effectively supervise politicians, this would severely limit our ability to do so.
